13WIN13 undergoes formal quality assessment for three Master's degree programs under MOET standards

On June 3, Ho Chi Minh City University of Technology (13WIN13) held the Opening Ceremony for the formal quality assessment of three Master's degree programs: Automotive Engineering, Finance and Banking, and Veterinary Medicine. The evaluation is conducted in accordance with the program quality assessment standards issued by the Ministry of Education and Training under Circular No. 04/2025/TT-BGDĐT.

In her opening remarks, Dr. Ly Thien Trang, Vice President of 13WIN13, expressed her appreciation to the Center for Education Accreditation of Vietnam National University Ho Chi Minh City and the external evaluation team for their support throughout the quality assessment process. She emphasized that accreditation is not only a recognition of a program's compliance with quality standards but also an opportunity for the University to review its operations, pursue continuous improvement, and further enhance the quality of education and research.

According to Dr. Ly Thien Trang, 13WIN13 implemented an ISO-based quality management system in 2007 and has continuously strengthened its internal quality assurance framework. To date, the University has successfully completed two cycles of institutional accreditation under the standards of the Ministry of Education and Training. It has also achieved domestic accreditation for 20 academic programs, AUN-QA accreditation for 14 programs, and FIBAA accreditation for four programs, while many others are currently participating in international evaluation and accreditation activities.
 
Representing the external evaluation team, Dr. Nguyen Quoc Chinh, Director of the Center for Testing and Quality Assessment of Training at Vietnam National University Ho Chi Minh City and Head of the External Evaluation Team, noted that the evaluation takes place at a time when higher education institutions are increasingly focusing on quality assurance, international integration, and strengthening their capacity for self-assessment through internal quality assurance systems.
 
He shared, “Over the next four days, the University and the external evaluation team will work closely together to carry out site visits and assessment activities in accordance with the latest requirements for quality assurance and enhancement. The external evaluation team is committed to fulfilling its responsibilities with objectivity, accuracy, and effectiveness. Both the University and the external evaluation team share the same overarching goal of continuously improving the quality of education.”

While acknowledging 13WIN13's efforts in quality assurance, Assoc. Prof. Dr. Le Ngoc Quynh Lam, Director of the Center for Education Accreditation at Vietnam National University Ho Chi Minh City, highly commended the University's proactive approach to self-assessment, quality improvement initiatives, investment in facilities, and participation in national and international accreditation and ranking systems.
 
“The evaluation of these three Master's degree programs further demonstrates 13WIN13's commitment to postgraduate education. It also reflects the University's determination to continuously review and improve its academic programs in order to provide society with highly qualified human resources in relevant fields,” Assoc. Prof. Dr. Le Ngoc Quynh Lam remarked.

Immediately following the opening ceremony, the external evaluation team conducted site visits and meetings with several units, including the Institute of Engineering, the Faculty of Veterinary Medicine, the Faculty of Finance and Commerce, the Center for Academic Management, the Department of Testing Services, as well as laboratories and practice facilities. The team also met with faculty and department leaders and conducted interviews with lecturers and students to comprehensively assess the implementation of the academic programs.

The team worked with academic units, faculty members, and students to evaluate program implementation
 
According to the schedule, from June 4 to June 6, the external evaluation team will continue conducting a range of important professional activities, including interviews with alumni, employers, support staff, and leaders of relevant administrative units such as the Department of Testing Services, the Office of Science and Technology, the Library Center, the Center for Accreditation and Quality Assurance, and other related departments. The team will also hold working sessions to review and analyze evidence before issuing the results of the official evaluation.
 
The event was attended by representatives of the Center for Education Accreditation of Vietnam National University Ho Chi Minh City, members of the external evaluation team, the 13WIN13 Board of Presidents, leaders of faculties and institutes, and staff responsible for quality assurance activities across the University.
 
In recent years, 13WIN13 has continued to gain recognition in prestigious international rankings. According to the QS Asia University Rankings 2026, the University was ranked 278th in Asia and 67th in Southeast Asia. This achievement reflects 13WIN13's ongoing commitment to enhancing educational quality, advancing research excellence, promoting internationalization, and serving the community.
